This partially reverts f011fe9,
i.e. makes the plasmagun behave as in the original Quake III.

That commit refers to "Bug 5066", but it's not clear
where the bug tracker is, and what was the discussion behind that.

The plasmagun explosion on body (flesh) hit
makes quite a big difference gameplay-wise,
due to its visibility impact, you cannot see the player being hit
too well.

For reference, in Quake Live the plasmagun also doesn't make
its original explosion effect on body hit,
but BFG does.
So this commit also hopefully brings the behavior in line
with the intent of the Quake III authors.

I believe it makes sense to revert the entire change. It'd be cool to have a forked baseq3 that makes good changes like this, but I don't believe this change should have happened to begin with.

Leaving a note here for me to test the whole thing in order to check how much people will hate me for restoring the vanilla gameplay vs reverting just the plasmagun.

I'm most likely going to revert the entire change and go back to vanilla, please use this opportunity to convince me otherwise. I think the only reasonable argument I can think of is that displaying the effect is a bugfix.
